Hours Until Outgoing Hit of Visitor Will Be Counted Again:
This is the number of hours that have to pass before a click on a site by the same visitor will be counted again. If a visitor clicks on Site A 5 times, your top list will only count 1 hit out to Site A during this period. This prevents people from clicking multiple times on the same site to artificially inflate the hits out to that site.

Will this work if I set it to 0?

It should, although I don't know why you would want to People can still visit the site over and over again - it just counts 1 hit out - it is just to protect your list from cheaters.

Thanks - I'm trying to get my site to look as if it has some "antiquity".

The new buttons everywhere probably aren't helping though.
