This is the code I put in After Rank #25: for my counter yesterday and it still is not showing on my top site:

What am I doing worng?

You don't have 25 sites showing on your list It's only going to show up when there are actually 25 sites or more sites listed on your toplist. To get it to show all the time, you would have to put it in the footer instead of after site #25.
